refactor(core): Abstract away InstanceSettings and encryptionKey into injectable services (no-changelog) (#7471)

Browse Source 
This change ensures that things like `encryptionKey` and `instanceId`
are always available directly where they are needed, instead of passing
them around throughout the code.
